There is something called force majeure. Also if there is definitely a huge deflationary pressure to lower monthly rent. Good luck getting civil courts if they are open and the authorities to enforce any of this. They kind of have other things to worry about. Particularly since shelter in place is pretty much everywhere. Evictions kinda defeat the purpose of that government edict.
