They have units that could theoretically be used to attack, because they build their strategies around counterattack, but that's just on paper.
The land forces are the core of their military, and they are extremely defensively postured, with artillery and anti air missiles out the ass.
This is one of the reasons (but not the main one) why you don't see Russian regular land formations fighting in Syria and it's instead just spec ops, advisors, navy and air force.
