Not true at all. Rei instinctively shows motherly affection for Shinji by trying to help repair the relationship between him and his father by setting up a dinner. Asuka multiple times begrudgingly shows affection to him like when they sleep together and even respect like when he saves her during the Lava Diver episode. It's clearly Asuka's feelings of insecurity over Shinji's unearned superiority in eva piloting that gets in the way of her really connecting with him.
