If you have more than one of those forms, the top-most one will be used for the process. If you do not have any of those forms, then you will not be processed. You can still file for 2019.

If you are claimed as a dependent you are not eligible yourself. Whether you count as a qualified child for their payment is determined by the definition of qualified child.
As I see it in the bill the Child Tax Credit definition is used that is under 17 crsreports.congress.gov/product/pdf/R/R41873 But some have said the Earned Income Credit definition is used that is under 19 (24 if student) I can't say I know enough about both situations to overrule them.

So many unanswered questions. So low income people who make little to no income, too little to file taxes are eligible for a check. If you make zero, or too little, or never even filed taxes before, how are they getting a check? Is the IRS/treasury going to contact people through the state? What about people on food stamps? People on SSI are eligible and they dont pay taxes or havent in a while, do they have to file taxes? People on SSI get mail regularly from SS, so do people on food stamps. If someone is on food stamps, they don't pay taxes, so do they need to file taxes even though the government has their address? Will they send out questionnaires to households for people to fill out and send in? Are people just supposed to file 8822 forms or write hand written letters to the IRS if they arent in their system?

I filed my 2019 return today with FreeTaxUSA. Incredibly I owed exactly zilch and would get back exactly Zilch. I got concerned toward the end when they asked if I had filed last year. I had not, because I calculated my refund would have been only $14.00 and I'm a lazy bastard.
They said in this case to claim you're last year's AGI as zero. After much deliberation I said fuck it and did. In a little less than an hour I got an Email saying the IRS had accepted my return.
I don't know what the case would have been if I had owed them, someone smarter than me can answer that question, but FreeTaxUsa is alright with me.
