Emergency services use this technique when GPS isn't available.
But google for example doesn't have any idea where you're moving when you have phone like that in your pocket.

If you turn it on, make a call, turn it off and remove the battery, then your area will be estimated based on the cell tower you connected to (and then they can narrow it down even more to accessible land), but that's your best bet at staying semi-traceable

No, they do not have the technology to be tracked after removing SIM card, some older models had a NCIP(cant remember the chip name) which was additional chip that gave some sort of additional tracking apart from SIM, but it also was able to be removed
