First, it's almost certain that the US knew the attacks were going to happen, It was known generally in the FBI that something big was going to happen and they knew who the attackers were, because they were literally trying to recruit them as double agents. The big IF here is if the CIA and State Department buried the FBI information on purpose or if it was a failure of communication and a recruitment gone VERY wrong. That said, it was found FBI agents had sold the data to Wall Street and Wall Street just before the attacks massively shorted hundreds of millions of dollars worth of stocks and investments that would be affected.

What is almost 100% though done by the US Government/CIA was the Anthrax attacks.
