Not even close. If we could colonize another planet / moon in our solar system before extinction, that would be a remarkable achievement of our species. Getting to the next star will probably never happen. Intergalactic travel? Completely impossible and out of reach from the limits of human intelligence. Our progress on anything is just too slow.

Then real space construction, industrialization of the moon etc can take place, with an actual economy and industry in orbit, can then build actual space ships that have enough delta-V to reach other stars within a few centuries in the local stellar group.

But you must understand one thing. There won't be any "galactic empire". Due to the interstellar distances imposing years or centuries of communication lag, each star system will be forcibly independant. Communication will be very limited, trade inexistant.
