There is some evidence Hydrochloroquine might work if administered before severe symptoms. But it might be that it doesn't work at all for people who for whatever reason go on to have severe symptoms. You can't really tell in a sample size of 24 people, with 2 people that just didn't respond to treatment, 3 people that were excluded from the study because they were admitted to the ICU after 2-3 days and one person that died.
