The condition for people in the slums in the US are worse than almost anywhere in the world because they have higher access to drugs and guns than anywhere else. The homeless are not allowed to drink or do drugs in the shelters, so they choose to live on the street. They also do it for pity points.
This is true but homeless in Charleston, SC are much different than the homeless in LA, California. Charleston homeless are people that are general societal fuck ups, that just want to drink and not have responsibility. They still have family and can shower and clean themselves (typically). Homeless in LA are straight up not human.

They told me there is PLENTY of shelter and housing, and that it is all sitting empty because these animals would rather shoot up and shot their own pants than have ANY rules to follow. We should kill all homeless, no exception.

These people are notoriously hard to help as treating them requires their compliance which can no longer be mandated thanks to leftist policy changes. Now the same thing is happening to white collar jobs, as automation has decreased the skill threshold for a lot of office jobs.
As the rich get richer, they enact policies to keep it that way, as is always done in history since forever.

As for the homeless, they've discovered there are plenty of ways to survive while supporting their drug and alcohol habits. Most of these people are completely wasted and 1/3 of them are mentally ill. Not much we can do except build institutions to house them or ignore them.

Yes, the government should. And they do. We have law enforcement taking on the drug abuse, and we have social programs that address drug and alcohol abuse. We have social programs intended for those who want help with drugs, alcohol, prostitution, housing, etc. The trouble is, the people who need help have to WANT help.
In my home state of California, some counties are more successful than others. While cities like San Francisco and Los Angeles have atrocious records of helping the homeless, my town of San Diego is doing pretty well. Affordable or free temporary housing combined with social outtreach seems to be making a real difference. It's about getting talented people and money into position to do something practical and long-lasting for this issue.
The US. Is different because our immigration problem is on a much larger scale. Also, our communities haven't really existed for decades now, making it harder for us to publicly fund stuff
