all power will be abused at some point by someone in power. thats inevitable. instead of pretendign we can create a system without abuse we should work on a system designed with the understanding that abuse is inevitable and something we need to anticipate and work around rather then pretend it wont happen.

I can only speak for my country but police don't really abuse their power as much as they do as little as possible partly because they don't have any power.
Other government employees will abuse what very little power they have though because they're not scrutinized as much.
