The downgrade was the status of the disease and how the government, local and national treats the responce nothing more, its a management grade scale, its because when they dont know accurate or reasonable best estimates of infection and mortality rates for a new disease they treat it as high consequence by default.
All it means is the disease isnt considered High consequence because they have a more accurate assement of the social and medical impact of the virus, its profile is known, not unknown. It still doesnt mean that the risk to the old and infirm isnt severe in the way it could cripple the healthcare system of the country by virtue of the numbers.
