The entire region was subjugated by Mongols and the various Russian Princes would screw each other over all the time to gain their favour which in turn granted them rank and privilege. They then won their freedom by opportunistically turning on their Mongol overlords. They had bad blood with Lithuania, Poland, Sweden and the Ottoman Empire. All of these people (except the Swedes) would make alliances of convenience with long-term enemies to screw one-another over. Their own society was multi-racial and essentially always had been. There were countless fracture points that would see loyalties shift, and it was never as easy as 'dark skins bad, light skins good' due to the heavy mixing that went on as well as Khazar settlers who looked more akin to the traditional Germanic ruling class than Slavic, Turkic or Tartar citizens.
They never had the option to trust people. Contrast that with a nation like England or Sweden where there was relative stability and where the citizens were united by common blood and religion and its easy to see why they are so untrusting. Do also note that there wasn't a lot of trust in England during the periods of religious war, or after the immediate conquests of England, Wales or Scotland. Trust takes a long time to build up, and requires stability and homogeneous beliefs and backgrounds. Russia never had such things.
