Yeah. I mean otherwise the state would have to do it, or just private companies. The class isn't inherently parasitic but when they put more effort in collecting payment then making the place look decent and liveable, it does balance out their existance. They'd be encouraged to also do community work and volunteer like others and have a relationship within, they wouldn't have power but those who owned a lot of land and did well enough would have the connections into local politics. By doing all this they not only becomes net producer that's positive for the society but by engaging with others the class barriers are lowered to an extent to allow for people to get along easier and make it harder for an us v them mentality to foster.
