The CIA has done very well for itself, which naturally means it is universally resented and feared. If I were a betting man, I'd wager that the agency presently controls most of America's on-goings. I would guess the other agencies are not too far behind it either. The military is most likely dominated at the top by the CIA, and I'm sure that that's something the military itself cannot stand.
As far as the CIA being for Americans and protecting America's interests, nobody can agree on what an American is nowadays, or what a universal interest is among us. This country has had some ugly wedges driven into it by 3rd parties and regular old immigrants who sought the old American Dream for themselves, and the media refuses to portray any sense of unity among the American people. I can only assume that that is in itself a major agenda that many government agencies are actively supporting.

So sure, the CIA is based - based to those who presently like the polarizing state of this country.

The majority of problems with these sorts of agencies stem from the same people existing within and running/ruling them for generations at a time. It's not the figurehead that matters in these instances, like the head of the CIA, but rather everyone who is employed and has been working there for a significant period of time. The culture of a workplace with long-term employees becomes their way of life.
That is an unsolvable problem that exists all throughout society. The only thing to be done about it is to impose hard restrictions on how large an agency can become; how large businesses and corporations may become; how much land a man can own; how much wealth one can possess, etc., etc.
The CIA is powerful when it works properly, just as any organized group of people can be.
