The problem is the individual consumer isn't disciplined enough to make an actual impact, but federal-level government policy that incentivizes businesses to build factories in America, employ Americans, etc, can actually make an impact. You'd have to construct a fiscal policy that supports it, of course, in order to make it profitable and sustainable, but it can be done (and has been done in the past).
Unfortunately that's not going to happen, and when the world restarts, with China in a much stronger position in the trade war than they were before they unleashed their bioweapon, the US government will be more inclined to kowtow to the CCP's demands, ultimately making us MORE reliant on China in the coming decades.

You're really not getting it, so let me explain.
This isn't as easy as "just don't buy things that say Made in China lol" because China is deeply entrenched across vast swathes of the entire manufacturing/supply chain apparatus of the West, meaning it's not just about boycotting the products China actually produces in total, but boycotting ANY company that utilizes ANY component of their production or uses ANY materials produced/refined/mined in China... which would effectively mean boycotting EVERY COMPANY IN THE WORLD. It simply cannot be done, because then the consumers would have no one to buy from, and the general public doesn't care enough about anything to cut out 90% of the cheap crap they buy that has China's hands on it somehow, and businesses know it.
The ONLY way to make a dent is to incentivize corporations to shift production locally, which costs more, through government subsidization so they can continue selling their wares at a competitive market value. This doesn't have to be done indefinitely, only until China collapses, but to suggest anything else would be effective is drastically oversimplifying the problem.
Not really sure what our options are around that, to be honest. Bioweapons are nasty, and can be pretty indiscriminate. Nuclear warfare is a MAD scenario so that's basically out (also the collateral damage would be considerable), which leaves conventional warfare, and although the US military is YUGE China has the homefield advantage and a cartoonish amount of expendable cannon fodder.
Honestly, our best bet to punish China is to strangle them economically (which can be done, see ) until they collapse.

It's entirely possible battery manufacturing is only so terrible because it's not done in a country with environmental supervision.
