It's true that Italy reports every death that resulted from covid19 infections, but I would say that other countries reporting only deaths directly from the lung fluid buildup are underreporting their numbers. Think of it this way; deaths that ultimately result from comorbidity but which would not have happened if not for covid19 should still count, because the virus is what caused the person to go from being vulnerable to being dead.

In most cases Covid kills if you have a precedent complication. If other Countries, like Germany, mark their losses as deads due to other complications it's also self-evident that as a result they'll look like they have an infinitesimal amount of Covid deaths.

mycoplasma bacteria causing pneumonia usually leave the cough and lung pretty dry but still fucked to oxygenate
just through other reasons
some pneumonia just scars extremely and destroys the ability to oxygenate through other means
and you can easily have fluid in the lungs without there being an infection
