I worked for a well known polling firm, we purposely make polls people like CNN, NBC etc; want to buy. Higher ups are like "let's make a so and so vs this guy poll" so we purposely call heavily "so and so" areas and sometimes if the numbers aren't adding up we basically count hangups or no one homes as "so and so" votes.
