It really depends. Surgical masks are to protect others, mainly by capturing spittle. n95 masks (aka respirators) don't filter on the exhale, mostly. Some cheaper N95s filter both exhale and inhale.

The problem with masks is the general problem with most people: they are unhygienic. Many don't wash their hands and those that do don't do it they way that prevents spreading infection, using a face mask is more complicated. Not only do they need to wash their hands right before putting it on, they need to know they can only use it for at most 3 days before replacing it. So many variables go into keeping it decontaminted and and most people don't practice basic hand washing. They will end up with a mask they wore for 2 weeks, never washed, put their contaminated fingers all over it making it a super-carrier of the virus that they blow into the air every time they exhale.
But they can't tell you you are too stupid to wear the mask right.
