This, my local Junior College used to have free parking, then parking passes, and finally installed parking meters, from which they never kept a treasury of how much money was collected from students for parking at the meters. School police officer is assigned job of collecting money from meters. He does this job for 8 years. 8 years without a single treasury entry or annual returns from installing meters. Another officer gets suspicious, looks in the other officer's car. He finds thousands of dollars in change in the trunk. Officer was skimming thousands of dollars from meters and going gambling and buying hookers and booze/pills. School acts like it had no idea this could have ever happened, despite never keeping a single financial record of parking meter collections, just assuming that the money was going where it should have been.
That should give you an idea of how much money this school is raking in from the students, so much money that they don't even need to do self-audits or even make a budget with gains and expenses calculated in. This is a feeder school for UC Berkeley and they even offer degrees in business and finance, how ironic is that?
