I liked the version I first heard where it paid $1000 to everyone who made less than $75,000 last year. Makes sense, anyone who made more than that most likely has enough money and assets to get by without any income for a few weeks (even though most of em are still working, just remotely).
People who make less than that are probably working service and construction jobs primarily, who are the most likely to be out of work and have little to no savings.
