China is stealing billions of US taxpayer dollars from you every year through universities.

So a professor gets a stack of graduate student applications, simply by the numbers there will be more qualified Chinese and Indians on paper than Americans. So if you go 100% by meritocracy you will get more of these students. However, check out any Chinese or Indian professor in American Universities. Their labs will be mostly foreigners from their home countries with a token American.
Universities love this because they can charge the Chinese students more in tuition fees.
However, graduate students in STEM fields will get a stipend of about 40-50K a year, paid out of a grant. American Universities research programs operate almost 100% on tax payer funded grants.
On top of their yearly pay, they are also getting an education (PhD or Masters degree), and taking a slot from an American.
Furthermore, a PhD student can easily use upwards of a million dollars in grant funding over the course of their PhD on research reagents. This can directly be considered a cost to educate a PhD.

Now, I am not saying we shouldn't have exchange students at Universities. We most definitely should. But we need to treat graduate student positions like a commodity. For example, if Germany takes in 100 US graduate students and funds them 100 million dollars, we take the same number of German students and fund them similarly. This would prevent countries like China from just taking in 10,000 random Americans and not funding them but calling them graduate students.

US taxpayers need to stop paying to educate Chinese.
