And the best punishment for a inmate is a hard and long term to serve.
The best rehabilitation is not social programms by the state but enough yard time to interact with each other. But for this, the racial grouping must be destroyed for this to work.

Yet inmates need a harsh hand to handle them. You spit? You end up in the hole for a week.

Only by strict authority and hierarchy inmates will become disciplined.

A common falsehood. If treated humanely while people struggling with mental illness (many individuals in prison) are given treatment then people are much more receptive to rehabilitation over punitive punishments. Most people are willing to put in work on themselves in trade for more freedom.

By Prison Workers I mean prisoners that work.
For example: prepare food at the kitchen for all fellow inmates. But these jobs are a privilege you can't give these to just anyone because you have fuckups inside that will shank someone the second they get a knife in their hands.
