And if you've ever lived with your family or lived in Jersey and experienced "Guido Hour", you will know that streaming sucks up a LOT of bandwidth. So now that these normies are all streaming at once, its putting a large strain on the infrastructure. Which effects the service as a whole. Therefore the internet providers are capping speeds at much lower rates in order to give everyone service rather then no service at all.

For this to happen, this would require severely negligent over-provisioning at the backbone level... This simply does not happen.

One thing that may happen is internet access may suffer at the last mile wherever the system is heavily over-provisioned or has intermittent signal loss... Which you would notice every day around 5-8PM regardless of a pandemic.
