no, if there are no controllers, there is no radar service. They will shut down the sector in places with high density traffic if there are no radar services. Class A airspace is controlled airspace.

VFR traffic below 18000 feet would still be allowed. Only traffic on IFR flight plans would be routed around a closed ATC facility. All airline flights are on IFR flight plans all of the time even if the weather is perfect and as the aircraft flies its route it passes through multiple ATC sectors and checks in with each one via radio.
