Even if the pandemic is over by some miracle, we would have to face a hard recession (probably even depression) next. History has proven time and time again that only cooperation can solve world conflicts. If you can't do it by choice, then yes, then a world government must indeed be set up. So, if you don't want a world government, then start getting your governments to actually work together with others.

Conclusion: Get the governments to work together, globally. If you want to fight a pandemic, there is no way around that. Either work together, or you will end up in a world government instead. It's that simple.
