That wouldn't make any difference, people can't really use two phone lines at once.

I read a whole book about the telephone system and non-business customers almost never loaded two lines more than a single one averaged out over both peak and off-peak times until the modem days of the '80s started. Even when it did, it turned out most modem load was occasional and monthly usage on both lines only increased by a small amount.

Overall even if a person has two phones with two plans, they're not going to be able to use both at once often enough to increase load on the system by any appreciable amount on average. So it makes no sense to cancel any plans, that would just foul shit up and add to confusion.

I don't know how it works in China but here data plans are relatively cheap so that's not a given. People here don't really financially need to switch their mobile devices to wifi when at home. Beyond that, people simply phone each other more when they're stuck at home so even simple phone calls should be on the rise. And with people having to work from home companies issued a lot of phones and laptops, sometimes 4G routers to their employees.

Here the laptop market that was declining is on the rise again thanks to the lockdown. ISPs tell people to go easy on the netflixing because the network wasn't built to handle the entire goddamn country being online at the same time. I would expect that it should be the same everywhere where there's a lockdown. Phone and internet service providers EVERYWHERE should struggle to keep with the demand.
