OP, I've done some digging in and there can't be any way patient names or identifiers that can be linked to names through some publicly accessible data are being sent on these pagers. That or we are fucked.

You can use that info to test how infected your area is by looking up the people on their social media and finding out where they live. Technically "patient confidentiality hurr durr" but this is a fucking pandemic, this is information everyone needs to know. Telling people "oh there was a confirmed case in this general area of several thousand miles" does jack shit to protect others. If the CDC fucking bothered keeping very precise information on the exact locations of cases then that would be a different thing, but unfortunately the CDC are a bunch of god damn literal retards.
