The study in question here is an "open label, non-randomized clinical trial", i.e. the worst possible and imaginable study format because the patient and the doctor know which group the patient is in (basically, the patient AND the doctor know which group the patient is in), which is a significant bias. Normally a double-blind protocol is done in order to avoid any manipulation, this is a basic safety feature that is easy to implement but which Professor Raoult deliberately chose not to implement here, without any valid reason.
Moreover, the fact that it is "non-randomized" means that the groups were not drawn by lot. Basically, the authors of the study deliberately designate who will be treated with Chloroquine and who will not. Again, this is extremely problematic, since there is no evidence that patients with a more promising condition are not deliberately put in the Chloroquine group and patients with a worse condition in the Control group.

La promesse paraissait (quasi) intenable. La ministre ne l'a pas tenue. Rappelez-vous : Agnès Buzyn, titulaire du portefeuille de la Santé, a certifié, au moment de sa nomination, qu'elle se déporterait de tout dossier concernant l'Institut national et de la recherche médicale (Inserm), dirigé par son conjoint, Yves Lévy. Le 29 mai dernier un décret, co-signé par Edouard Philippe et par Agnès Buzyn, est même venu consacrer cette situation, censée éviter tout conflit d’intérêts au sommet de la chaîne médicale. "La ministre des solidarités et de la santé ne connaît pas des actes de toute nature relatifs à l'Institut national de la santé et de la recherche médicale. (...) les attributions correspondantes sont exercées par le Premier ministre", dispose le texte. Une ministre de la Santé qui évite de s'occuper du principal organe de recherche médicale en France, cela promettait quelques casse-têtes administratifs.
