the regulated part is the lower receiver, which is considered the gun, but also guns can be homemade legally. you just can't sell or give away homemade guns. and in some states there are extra rules regarding homemade firearms

That's unreal. A military spec AR-15 variant can be built from the ground up for under $800. Hell, I had mine built by the local gunsmith for $750 and it's a great weapon system. 1190€ is too damn high.
