No, the way taxes work is you are already paying taxes on every paycheck. You have a certain amount of tax money that you are assigned to pay. If you overpay, they refund you the amount you overpaid them for. You still pay taxes, whether you get a refund or not. That's why it's called a refund, they're giving you the difference between what you were supposed to pay and what you actually paid.

I was between jobs when the coronavirus outbreak started. I got a job offer but my start date was delayed to 3/31 as a result of concerns relating to the virus.

I don't have enough money in my account to pay my upcoming rent and I'll likely need to borrow money from friends and family. It's not likely I'll receive the $1200 funds because even though I signed a full offer letter for my employer, I'm technically not working for them since my start date was postponed specifically for the coronavirus.

Not sure what to do.
