Any payments made by the government are uncovering liabilities that will have to be covered by new debt. The debt terms will be high because of the anticipating of the devaluing of the currency. The following inflation would be massive over the long term. Many people work enough to survive and no more. Lots of people even here that lost their jobs are not looking for work and are counting on socialist payments of depreciated currency.
If no one had any payments coming they would be scrambling to work in the temp industries going right now because of the conditions of the thing, many people are sitting on their laurels right now because of the discussed policy. It's foolish and harmful for people not to work for such extended periods when they stand no substantial risk of contraction or death from contraction.
