Thanks for asking. The function of the fed is to control emission of money while being tied to some kind of real economic and financial reality, therefore preventing hyperinflation. It also allows the state to obtain fluid capital by issuing bonds for it to buy, which, being inherently extremely long-term investment wouldn't interest most banks. In this way, money that is in said bank is being transferred away from it and then given to government to spend for necessary, ideally short-term necessities that the budget may have had no consideration in budget. Of course, in reality all governments are in a debt spiral because they're using this mechanism to fund long-term social programs and everyone has gave up on the idea that these programs will ever deliver more than the system has put into it(which was something Keynes postulated would happen) so it's kind of fucked up.
