It's more complicated than "they will be cut". The government will find sideways cuts around eligibility to make it more politically expedient and marketable.
For example, 8 years ago the NSW workers comp system was threatening to cost the state its AAA credit rating (this is happening again now because it was "nationalised" into a monopoly by the state). Instead of reducing payment amounts, they put a cap on how many years you can receive them, and how injured you have to be to get them.
In terms of unemployment benefits, they'll probably be harsher with those who own assets or have been on the system for a long time.

When I say "Crisis mode" I mean nearing debt restructuring. This means that the government would be on the verge of defaulting on it's loans - and this is a much more likely scenario than people realize. Australia right now is facing the biggest liquidity crisis it has ever faced.
