A virus cover story wouldn't work if nobody actually got sick. You can't control the media THAT hard to make people believe one exists when they can just ask their international internet friends and find out it doesn't.
But what you can do is blow a not-very-dangerous virus way out of proportion and make it a crisis and media circus, because nobody can argue that the virus doesn't exist, but it's hard to establish exactly how bad it is.
