I don't think you've really grasped how long this is going to take. If we get really lucky, we might have a vaccine ready in two years. Of course, that assumes there is some infrastructure left to manufacture and distribute the vaccine. If we don't get lucky... most of the people who would have died will be dead of old age before the shutdown ends.

Then he should have ramped up testing. The moment one person tested positive, the entire country should have been locked down.
