GDI didn't give a fuck about people in the red zones because the tiberium levels were so high that life itself was no longer sustainable, they were actively trying to intervene in yellow zones but NOD made them into a warzone if GDI was gaining too much traction. GDI tried helping people in the yellow zones in place, they didn't allow them to all stampede into the blue zones.

The first game's setting is really fascinating when you pick apart all the fluff dialog.

Nod is an organization that appears to be headed mainly by white people, but also is stated to 'support' (exploit) second and third world populaces. So, we can assume that many asians, africans and middle easterners are used as cannon fodder, outside of cutscenes. Additionally, Nod canonically panders to everyone on the theological spectrum, somehow: all Abrahamic religions, capitalists, communists, anti-Westerners, conspiracy theorists, trans-humanists, everyone. So you have everyone from Middle American, Alex Jones watchers, to Eastern European nationalists, to marry-a-12 y/o-muslims working hand in hand, due too Kane's words.

One of the cutscenes has the Nod supporting report stating that GDI was the tool for the UN's 'one-world agenda', a irl conspiracy theory that gained traction in the 90s, when the game was released. Come years later, the sequels show the Nod propoganda was absolutely correct and the Western World was effectively under one governmental body.
