It's not even hoarders as such. It's merchants. People who load up rented trucks with all the stock of one given good in hopes of controlling the supply when something does happen. I have a supermarket right next door and get to see it happen every day. Thank God I got more soap and toilet paper than I can even use up myself (we were allowed to help ourselves to leftover supplies when I worked demolition on a hotel last year).
It's a self-enforcing phenomenon. Ask yourself why people panic buy in the first place. The media gets them to that point.
