I think its supposed to help minimize the load on emergency and medical services, to spread out the load over a longer period of time, so shit doesn't fall apart all at once.
This virus is a mutation that the human immune system has never seen. It is predicted to rage straight through this summer, and possibly mutate 3 times in it's course, so "reinfections" are an actual thing. No one really knows anything about the outcome of this, save there will be no market-quantity sized version of a vaccine until 2021.

Without ventilators the virus may be lethal to those who are young. Also there are drugs that sort of work now but better drugs and vaccines are in the works. It’s the difference between catching AIDs in 1980 vs 1995.

If any of them report traveling outside the home to a public destination or inviting someone to their home who is outside the work circle, then that person needs to re-begin the 15 day process again. Everyone else who remained stationery in their home for 15 days with no outside contact should be able to come back to the office and there has to be limited contact between one another.

There is some risk. RCL is down despite the market being up. There is reason to believe that it's because they aren't getting fed money like the other companies.
