1) Prove there's 25.000 people in your town somehow without using demographic statistics (which can be faked).

2) It seems they only claim that a small percentage of the population got infected, if the town allegedly has 25.000 people they say 40 got infected, if the city has 3 million people they'll say it's 2.000 infected cases. That way they can stay under the radar and it sounds plausible, if there were more cases people would start wondering why nobody they know knows of anyone that knows of anyone that got infected and so forth.

It's a theory, like flat Earth theory. Look into it.
