They aren't tracking anything. Most hospital and laboratories aren't equipped to handle viral identification. Most of them are cheapskates and ran with minimum wage technicians, which is why they're not certified to test for coronavirus and only a limited Labs are. They have to send the samples to certified labs to get your test results.

People on average probably die several days after diagnosis, but only get cleared 14 days after symptoms cease (or whatever the number is).
