From the looks of it this guy is a total dipshit and Yankee asslicker, one of the biggest American brownnosers in all of Iraq. Assuming that nothing really changed behind the scenes, there is no way for this guy to secure approval in parliament and without parliamentary support couldn't form an actual government. However, I think there's a good chance that they will actually allow him to form a minority government. Why?
The question here is why did the parliament allow this situation to happen in the first place, they had many months to prevent it. I think the reason is that with all the crises that are hitting Iraq simultaneously from all sides at this time, the primary factions in control of the parliament simply don't want to shoulder the blame of making unpopular decisions and absorbing popular anger any longer. They would prefer to abdicate that responsibility to someone whom they don't like very much, while still retaining practical veto-power over the government's decisions from behind the scenes. Overall that's a pretty normal behavior in a parliamentary democracy, but the balancing act may be tricky.
The new government will almost certainly be forced to drastically cut spending, which is going to be a hugely unpopular decision. I don't think it will make any decision on the presence of US troops one way or the other, allowing the violence to continue for the foreseeable future, and who knows how bad the epidemic and the economic crisis in Iraq is going to get. We'll see.

The events that are currently unfolding worldwide has shook and reminded me of the most important thing, belief in God. This virus, which happened by complete chance - if we say it originated from bats - has proven to me that like the Tower of Babel, whenever men try to climb up into the skies and control the population as if they were gods, God will strike them down and collapse the tower, over and over again until God decided to rebirth humans into a new world.
