Why do you need a government policy?
No matter what, this thing is going to spread until there is a critical mass of immune people. There isn't going to be a vaccine, there isn't going to be nearly enough ventilators for everyone. So the only choice is who gets infected first and how long it takes. It is perfectly fine for people to judge how much they personally value going out to work and socialise versus not getting infected. Those who are willing to accept some risk will be more likely to get it, those who take less risk will be less likely. The most vulnerable people will naturally be more cautious. None of this needs co-ordination or enforcement. People can isolate themselves and practise hygiene as much or as little as they want and live and die with the consequences. You don't need the government to tell you that you are allowed to keep away from crowds and wash your hands. Just fucking well do it.

In order to save more people, you need to have more people on ventilators. In order to have more people on ventilators, you need more specialised nurses who can operate them. That isn't going to happen. The number who can be saved with medical intervention is basically fixed.
Eventually, everyone will choose who lives and who dies. We have the capacity to treat 5,000 people at once in the UK. Each treatment takes about three weeks. Literally millions of people will get sick this year. We can treat maybe 90,000 of them. If only 2% of the sick need treatment, then it would take a decade to build up sufficient immunity to relax restrictions. We can't have the economy shut down for a decade.
The simple fact of the matter is that until two thirds of the population have had this, there will be outbreaks every time restrictions are lifted. Long-term, the same number of people will get it, no matter how quickly it spreads. Barely anyone will be able to get treatment no matter how much you 'flatten the curve'. The only thing you can really change is who gets it... and that can be done easily by just giving people the choice of how much risk they are willing to take. No need for a government policy to determine how much you should value your own life.
