Start with sending out the Army Corp of Engineers to shore up hospital capacity in hotspots. No need to go full martial law if things are generally orderly and controllable by state powers.

Our entire US Army active/Reserve/NG CSH's, deployed, would be like 4000 beds or so, and thats total beds, not ICUs. They are really only designed to treat hangnails or stabilize your shot up meat long long enough to survive the flight to a real hospital. Deploying the two hospital ships will also be 2000 beds total, and again, not ICU. The surge capacity we need is measued in ICU beds, not total beds.

Now, USACE building temp hospitals is a lot more viable, and let FEMA/States etc. man them. But the organic military stuff, other than perhaps .mil hospitals on posts here and there, need to be reserver for the .mil to do their thing.
