There's a difference between bombing something because it gives you a strategic advantage and bombing a city of civilians because you feel like doing it

"Eastern Europe" as you call it, was a warzone with military relevance. The reason Dresden is often brought up is because it was not in the way of invasion and there was little to no military industry in the area. The Ruhr and Saar factories got bombed a lot harder, but those were legitimate targets, just like many Eastern European cities.
