I can safely assume that half of the client-states within the EU will equally suffer from the decline in tourism. And in order to stabilize their econimies, the EU will have to pay from its own budget. There is a very high probability that there will not be enough money for all. In this case, the EU and/or individual eurozone countries will seek help from the United States and/or the IMF (International Monetary Fund). In this case, the EU will become a more of a literal vassal of the United States. Expect even more military bases in your cities.
