They are an island nation with a navy incapable of standing up to other regional powers, most notably of course China.
JMSDF has just over 150 vessels including auxiliaries, PLAN has circa 500 vessels ON TOP of which they have over 200 auxiliaries vessels (i.e. china has more auxiliaries than Japan has regular vessels) and that is not taking into account that Japan's navy is gimped due to restrictions for being naughty some time ago, and not yet having the aircraft for their 1 pseudocarrier.
Their self defense, like that of Worst Korea, relies heavily on the US (Mister Abe was semi recently more or less strongarmed into buying more shitjets of the US for instance)
