as a residential or business you need to locate each ISP in your area. most areas typically have a cable internet provider, a dsl/dial up internet provider, and fiber optic internet provider. even if youre residential, sign up for a business class account with each of these; this will ensure you are prioritized to get service again in an outage. some areas also have wireless internet providers that operate basically as wifi.

next you need to contact and get business class accounts with both satellite service providers - Viasat and HughesNet.

your fallback from these will be cellular based internet connections. each network has its own service - AT&T, Verizon, T-Mobile, and Sprint. there may be other smaller companies but they are very localized, or piggybacking on one of the aforementioned services.

If that fails, find a L3 or university backbone hookup.

Layer one is just literal physical mediums like copper and fiber, layer two is where you get into switching which is a big part of what your ISP does. Data goes out of your apartment or whatever over cable or fiber, hits a box at the end of the road usually, gets sent to the local telco and then routed out over BGP. There any many points of failure potentially but taking out BGP routers or telling ISPs to shut off DNS would take out internet access for most people.
