Yea you’re right that increased production wouldn’t happen in this case because the producers don’t get a cut of that increased margin. However, if the producers could sell their product for a higher price they would obviously make more of it in response. Controlling price just ensures that there will be shortage because nobody has the incentive to bear the extra cost/investment to produce more.
