That's not what he said. He was why he disbanded the pandemic response office in the White House and if he felt responsible for the pandemic as a result. He said he didn't disband that office, that it was an administrative decision by someone under him, and that the response by the government has been good. That particular office was setup to deal with Ebola. The Ebola threat had subsided so it looked like a waste of money. It's questionable how much of a difference it still existing would have made for the coronavirus. The CDC, NIH, and the dozen or so other government agencies that deal with health matters still exist so a few Obama officials tooling around the White House talking about Ebola is of questionable value. Trump certainly didn't say "none of this is my fault".
