Sanitizer is mostly for when you aren't going to be able to spend a lot of time washing your hands, or for people who have to wash their hands a lot (like multiple times per hour consistantly), as it actually dries your skin out less then regular soap, long-term anyways.

Or you can use bleach. Do not combine bleach with alcohol as it reacts to create chloroform gas. Bleach you have to use on its own. If you have equipment you can do a two-phase decontamination. First phase alcohol, second phase bleach after the alcohol evaporates.

Because we are legally obligated to wear them in a lot of situations so we don't coof into a surgery patient's open chest cavity or all over an IV bag that's going to be injected into your blood stream.
Masks can help a little with droplet spread so they are still worn when in contact with quarantine patients, but in those cases we wear them with a disposable gown as well and maintain a certain distance from the patient when we don't need to actively make contact with them.
